The Delaware Historical Society was founded in May 1864 for “the elucidation of history, particularly such portions as may refer to Delaware.” Over the next 15 decades, the organization refined its stated purpose to reflect both a changing society and the evolution of the public history profession. The Delaware Main Street Program, modeled after the National Trust Main Street Program, has been in existence since 1995, with consistent annual business and job gains resulting in an average net gain of 4 business and 16 jobs per participating town annually.

Since 1996, designated Main Street towns in Delaware reported:
- A total net gain of 362 businesses and 1,688 jobs
- A total of $316,017,673 investment in improvements downtowns statewide, of which 192,677,631 was from private funding sources.
- Over 1,200 facades have been improved statewide in Main Street towns.
- A total of 64,415 volunteer hours have been logged in Main Street towns, valued at $1,231,211.

Kent County Historic Preservation
The protection, enhancement and perpetuation of landmarks, historic districts and archaeological sites is necessary to promote the economic, cultural, educational and general welfare of the public, as mandated by the Quality of Life Act, 9 Del. C. § 4951 et seq. Inasmuch as the identity of a people is founded on its past activities, and inasmuch as Kent County has many significant historic, archaeological, architectural and cultural resources which constitute its heritage, these regulations are intended to:
A. Protect and enhance the landmarks, historic districts and archaeological sites which represent distinctive elements of Kent County's historic, archaeological, architectural and cultural heritage.
B. Foster civic pride in the accomplishments of the past.
C. Protect and enhance Kent County's attractiveness to visitors and the support of and stimulus to the economy thereby provided.
D. Ensure the harmonious, orderly and efficient growth and development of the County.

Smyrna
Smyrna Historic District Review Board
Smyrna sits on the border of two counties, Kent and New Castle.
In order to ensure that alterations of existing structures in the Historic Preservation Overlay District (HPOD) are compatible with the structures being altered and with the character of the district and to ensure that new construction is also compatible and to encourage restoration of structures that contribute to the integrity of the district, the town council created a public body, the Historic District Review Board, to assess the district’s architecture, assist homeowners in preservation awareness, and establish guidelines for exterior design alterations or construction planned for structures in the district.
Actions requiring review [by the Historic District Review Board]:
1. A historic review must occur prior to any building, structure, premise, parcel, sign or other facility located wholly or partially in a historic district being in any manner erected, constructed, built, converted, created, reconstructed, modified, moved, altered, added to, converted, or demolished;
2. Such review shall be required for any change in the exterior architectural appearance of any structure within the historic district by addition, alteration or replacement; and
3. A historic review certificate shall be required for any action which otherwise requires a building permit, demolition permit, zoning certificate of compliance, or zoning variance within the historic district to the extent such permit or variance is required by the Town of Smyrna.

New Castle County Historic Planning
New Castle County's Historic Planners review all proposed development plans to identify potential historic properties and to work with applicants to encourage preservation of historically significant sites. Plans impacting historic sites and structures are also reviewed by the Historic Review Board, who encourage applicants to preserve structures and to employ strategies such as adaptive reuse and historic overlay.

The Historic Review Board makes recommendations and delineations for historic district boundaries, maintains a survey of historic properties, and reviews permits relative to historic properties. For the exact language defining the board’s responsibilities, please see Section 40.40.330 of the Unified Development Code. Members are appointed by the county executive and County Council.

The Historic Preservation Program promotes the history of Wilmington and the preservation of its historic, architectural and archaeological heritage for the enjoyment of its citizens and visitors.
